In November 2015 the MVPA membership voted to pass updated bylaws, and consequently the Associate Memberships are no longer offered. Former Associate Members, who are active through 2016, will continue to be listed in Supply Line, and at www.mvpa.org until the mailing of the Dec ‘16/Jan ’17 issue. The MVPA Board of Directors and Headquarters staff would like to thank these business members for their continued support of the MVPA, and we hope they enjoy the benefits of being a “Regular” member.
One of the strengths of the Association is the camaraderie and willingness to help fellow members. Nowhere is this fellowship more exemplified than the MVPA’s Technical Advisors. The following members have volunteered their time and knowledge to assist other members with their restoration projects.
Active MVPA members may contact Headquarters for the contact information for any of the advisors listed below at (800) 365-5798 or [email protected].

867-668-4792These are resources that members facing titling/registration issues may find useful. The statues below should be considered models when seeking legislative action in your state. Also linked below are military standards and EPA rulings that may be useful as well. Thanks to Paul Underwood and Kevin Lockwood for these materials.
Model Legislation from Wisconsin
Model Legislation from Kansas (which has non-restrictive antique auto registration)
In the United States, Motor Vehicles which are manufactured, sold or imported into the U.S. are required to meet Federal Motor Vehicle Safety Standards (FMVSS).This requirement is found in the U.S. Code, under Title 49 Transportation Subtitle VI Part A Chapter 301 Section 30112
https://www.law.cornell.edu/uscode/text/49/30112
ALL vehicles older than 25 years are exempted from FMVSS requirements.Note that Code does not specify domestic or foreign vehicles, so ALL vehicles are included in this exemption. Vehicles older than 25 years may still meet FMVSS, they just are no longer required to do so.This exemption is also found in the U.S. Code, under Title 49 Transportation Subtitle VI Part A Chapter 301 Section 30112 under (b) Non-application (9) vehicle is at least 25 years old.
https://www.law.cornell.edu/uscode/text/49/30112
FMVSS does not apply to vehicles manufactured for the U.S. Armed Forces. BUT, this does not preclude these vehicles from meeting FMVSS. In fact, vehicles manufactured for the U.S. Armed Forces must meet MIL-STD (military standard) equipment requirements which are equivalent to FMVSS equipment requirements.Because these vehicles must meet MIL-STD requirements, they are exempted from FMVSS requirements. This exemption is found in the Code of Federal Regulations 49CFR Transportation Subtitle VI Part A Chapter 571.7
https://www.law.cornell.edu/cfr/text/49/571.7
MIL-STD-1180B details the contractual specifications which manufacturers must meet for vehicles built for the U.S. Armed Forces.Vehicles are described as: military wheeled (non-tracked) ground vehicles capable of operating on public highways at normal highway speeds, in most cases without escort, up to and including 5-ton variants.Table II covers Safety Requirements for military wheeled ground vehicles, and lists equivalent FMVSS #s for each MIL-STD #s.
Download document HERE.
Wis. Dept. of Admin., Div. of Hearings & Appeals Case # TR-11-0016 acknowledged the equivalent requirements between FMVSS and MIL-STD. http://165.189.64.94/Documents/DHA/Decisions/DOT/2012/110016.pdf
